Sewer Services

Online payments are only processed from our Emailed Invoices only.  We accept Credit Cards, Debit Cards or E-Checks as payment through QuickBooks from your emailed invoices.  Instructions are on the email with the attached invoice and a Pay Now button on the emailWe do not have online payments on our website or any other website. 

We do also accept checks and money orders by mail or in person.  Cash too, in person.

We can also set up an Automatic Payment from your Credit or Debit Card - This is a FREE service to pay your sewer service invoice.  You will still continue to receive your invoice at the beginning of each quarter then automatic debits occur on the 5th or 10th of the month (your choice).  This will give you time to preview your bill and contact us with any questions.

Sewer Service - Quarterly 

We email or mail invoices on the 1st day of the quarter: January, April, July and October.  Payment is due by the 25th of the month the invoice is sent out or the invoiced date.

​Sewer Service Fee – Resolution #22/23-9

There will be a 2% increase in the Sewer Fees for the Fiscal Year 2023/2024 (July 1, 2023 – Jun 30, 2024). The last increase in rates was in FY 09/10 - July 2009.  Quarterly amount starting July 1, 2023 will be $149.94.

For customers who are on a fixed income  we will continue to honor monthly payments at $49.98 a month. 

Sewer Service Fee – Resolution #23/24-9

There will be a 2% increase in the Sewer Fees for the Fiscal Year 2024/2025 (July 1 2024 - June 30, 2025). This increase was approved in 2010, but deferred from 2011-2023.  Starting with the July 2024 Quarter the quarterly amount will be $152.94.

For customer who are on a fixed income we will continue to honor a monthly payment at $50.98.

 

*Fee is based on number of EDUs per property.  EDU or “Equivalent Dwelling Unit” is the charge calculated for sewer services imposed upon each improved property serviced by our sewer system.

Sewer Service - Annual 

If you are set up as an Annual Sewer Service Customer Twin Rocks Sanitary District offers a 5% Discount.  To receive the discount the Annual Sewer Service Invoice must be paid within the first thirty days of the invoiced date.

An annual invoice is on a yearly cycle on the quarter month – January, April, July, or October.

Sewer Service Fee – Resolution #22/23-9

There will be a 2% increase in the Sewer Fees for the Fiscal Year 2023/2024 (July 1, 2023 – Jun 30, 2024). The last increase in rates was in FY 09/10 - July 2009.  Annual invoices will be $599.76.  With the 5% discount invoices are $569.77.

Sewer Service Fee – Resolution #23/24-9

There will be a 2% increase in the Sewer Fees for the Fiscal Year 2024/2025 (July 1 2024 - June 30, 2025). This increase was approved in 2010, but deferred from 2011-2023.  Starting with the July 2024 quarter an Annual Sewer Service invoice will be $611.76.  With the 5% discount Annual invoices are $581.17

SDC Fees and Sewer Connections 

When planning New Construction first choose your contractor and follow any permitting requirements and regulations for Tillamook County.

Before you can connect to the Twin Rocks Sanitary District, you must apply for a Sewer Connection Permit with Twin Rocks Sanitary District.   At the time you apply for the permit you must submit payment for the System Development Connection Fee (SDC Fee) of $5,340.00 along with the Connection Inspection Charge of $200.00.  *Fees are subject to change by action of the Board of Directors.

Notify Twin Rocks Sanitary District when you plan to start installation of your sewer lines.  Call us when you are ready to connect to our sewer lines at 503-355-2732.   Inspections are required for the connection of the house sewer lateral to the sewer stub at the property line and  the connections between the main sewer and the property line.

Twin Rocks Sanitary District requires notification from the Property Owner when Tillamook County has completed the Occupancy Permit for the construction on the property.  When occupancy is permitted by the county Twin Rocks Sanitary District will start your sewer service invoicing.  Per Twin Rocks Sanitary District Ordinance 93-2, Section 8 - Invoicing can also begin 90 days after notice to connect to Twin Rocks Sanitary District sewer lines.
